Julie Rhoads (she/her) is the Vice President of Health and Nutrition at Community Partnership of Lancaster, where she oversees programs including WIC, senior centers, nutrition education, and food distribution. She launched CAP’s Food Justice work, which drives innovative strategies to address food insecurity in Lancaster County. Food justice is the belief that all people deserve access to healthy, culturally appropriate food. This approach expands CAP’s traditional work by addressing the root causes of hunger, promoting equity in the food system, and empowering communities to shape local food policy.
Before joining CAP in 2021, Julie held various roles in social work, nonprofits, and education. She previously worked at the Council on Social Work Education, leading national initiatives in research, professional development, and strategic planning. Julie serves on the steering committee of the Hunger-Free Lancaster Coalition and co-chairs its Path to Prosperity Action Team. She holds bachelor’s and master’s degrees in social work from Millersville University.
